On Sunday 18 April 2021 members from the Somalia DPOs disabled people organizations participated consultation for the constitutional input the disability people rights. The discussion is participated most scholars, DPOs and PWDS representatives who made one day active engagement with members from the ministry of the women and human rights and legal experts working the constitutional amendment human rights inputs

Members of the disabled people raised several question, suggestion and opinions to input draft   the constitution for the disability people rights uplifted protection in Somalia. The participants is divided into groups  working their contribution to the legal expert will work contribution input from the disability.  The team made outstanding presentation to the participation where cross cutting question where exchanged among the team members.

The participants of the constitutional amendment input  with expert had made  draft point presentations. The ministry of the women and human rights will make proposal to the independent constitutional  committee, ministry of the constitution and joint parliament commute for the constitutional amendment monitoring to take the request from the PWDs and DPOs for the input of the constitution.

Members of the  disability proposed assignment of the team working the legal expert preparation of draft input from the outcome of the 18 April 2021 constitutional amendment human rights input from the PWDS and DPOs. And  joint work  from the ministry of human rights and members from the PWDs and DPOs expert the issue of the disability people rights  for the paper position under the human rights ministry Somali federal government.

The concern from the participant was lack commitment the draft made in the 18 April 2021 constitutional amendment human right paper position. There are many consultation for the conditional amendment the PWDs and DPOs preventatives participated with ministry of the human rights, ministry of the constitutional affairs, independent constitutional amendment committee and the parliament constitutional  amendment monitoring committee. Which has not made any changes and input to the draft constitutional for Somalia.

Somalia signed the CRPD the united nation convention rights persons disabilities 2019 which enforces greater rights and role for the decision making tables, organs and work.  Without the participation the PWDs and DPOs will be violation of the CRPD. Both international community, civil society and Somalia federal government organs is required to insure the full  implementation of the CRPD

the civil society organizations from the PWDs and DPOs  participated the 18 April 2021 constitutional amendment human rights paper position are:-  Somali Disability Cluster, Somali Disability Empowerment Network,  Somalia Disability Network and Somalia National Disability council and IEDP center

the points raised in the consultation are:-

1. participation the PWDs rights and role in Somalia
2. national employment  the civil service quota nearly %10  and education scholarship
3. National economic investment and development fund quota %3
4. political participation organs of the government directorate for disability cabinet ministries
5. legislation participation allocation 5 MPs quota fro the PWDs  with gender equity

Somalia PWDs and DPOs are working hard to get social and political participation rights in Somalia the last three  decades from 2010 unto now 2021

EISA organized two days 24-25 march 2021 panel discussion for the Somalia Disabled people with partner the Disabled People cluster. The panel discussion was inter active where members of the participants mostly from the disability People Organizations and civil society who made argument for the process the political participation for the disabled people secured.

DAY one

The event was opened with holy Kuran and fallowed by the members introduction where among the participant gained the names and tiles of each person in the session where they can make discussions for the topic in the two days.  Facilitators briefed  the overall elections in Somalia for the 2021  indirect election for the parliamentary  and presidential which will have 101 voters and 136 traditional elders selecting the voters   and thousands persons working the coordination of the elections for the 2021.

Members of the disabled people participating the panel discussed the role of the election for them. A country where power sharing is based clan from the society.   The election stakeholders are selected by the members of the traditional leaders and the national election communities assigned for the government. The disabled people took time to over view the national election law signed the parliament and the president in 2020.

Mr. Abdullahi Hassan Hussein the chairperson of the Somali disability cluster said. Regarding the national election law, the model of the election in Somalia for the 2021 which is indirect election where parliamentary are elected by voters selected from the constituent of the member of the parliament by the traditional elders of the clan subclass.  The opportunity for the disabled persons to  participate the voters and candidates of election will be limited and discriminated from them. 

Mr. Omer Abdi Omar the chairperson of the Dayah disability organization and the deputy chairperson of the Somalia national disability council  told the disabled people wake up for the political participation. There are many educated persons who want take part the political in Somalia. Some of the very interested to join the legislation. The Somali power sharing will not give them chance. Therefore,  I recommend  the quota of the disabled people in the legislation and establishment of ministry portfolio in the cabinet.

Mr. Adan Hassan Ali the chairperson of the disability relief and development organization and  member deputy chairperson of the national disability told the media they will not have role the clan based political power sharing in Somalia. Both clans and members of the national election committee will not give role the disability people therefore, I recommend allocation of the quota in the legislation for the disability.

Mr. Aydid   member of national disability council told   is member of the traditional elders of Somalia.  I will ask the traditional elders to make inclusive for participation in the election process the voters and the candidates of the parliamentary and presidential election of Somalia. The best way for the election participation disability people work with traditional elders in Somalia the 136 persons from all clans.

Mr. Mohamed Dheere  from  the disability people told the participant that the political participation for the disability people is important we want to achieve. We have been out of the decision makers in Somalia for long time. We want  stand to take positions in the decision making so that we can  work work inclusive for all social and development in Somalia

Mr. Abdirahman Kulan member from the visual impaired youth UDHAN told they team they are discriminated in the social, economic, development and the political participation. The more we stand united we can achieve more. We have started the struggle of disability from far point. We want to take part the decision making. There is discrimination in the public and private institutions in Somali.   National disability agency is made without consultation the process of selection the board. There are hundreds educated people applied who want get reply from the decision makers.

Mr. Dalmar Cadow member of the visual impaired youth UDHAN educated who teacher is told the participant we want know who is making the discrimination the disabled people. There more people educated now.  Why don’t they get public and private opportunity? We have stand up the participation of the election I think that is the best way for the development the disability.  We need to get quota from  the decision makers the legislation and the cabinet and the national commission.

Mr. Ahmed Ibrahim Lafoole.  Member of the national disability council told he participated pervious election in the 2016 in Galamudug Adada,  he told the  participants he was member of the 51 voters for the parliament member candidate. He was put pressure, refused to use his crutches, where he walked in mud a raining day.  The security guide of the election told they will not allow any one to pass them with irons, weapons and anything out human body.

Mr. Sacdiya Mohamed   from the women disability organization told the participants they want work with male disability for the social and development. They want talk the government for the disability agency establishment if they are qualified for the leadership of the disability people in Somalia.

Mr. Rahmo Shiikh Cali member of the Somali Association Disabled Female SAFDi she told the participant that she is very much interested to participants such this panel discussion where we exchange hot points for our role and rights in the civil society and government. We can participate the policy in Somalia if we get constitutional rights that can insure use equal to the non-disabled people. 

Mr. Ibrahim member from the visual impaired youth UDHAN told the people in the panel discussion more people are trying to lean education. There hundreds graduated from the schools and universities in Somalia both physical challenged, visual impaired and deaf people. The government and private organization should insure inclusive for all requirement and elections

On 10 December 2020  highly organized event for the international human rights day commemoration is held in Mogadishu in many different by the civil society, federal states and the federal government of Somali ministry of women and human rights development

The PWDs persons with disabilities and the DPOs the disabled people organizations organized jointly event in Mogadishu for the celebration of the IHRD international human rights day in Mogadishu. The event is participated variety groups from the disabilities the physical challenged, hearing and sigh impairment people.

The participants in the event focus issues that concern the PWDs and DPOs in the last years. Which the international community and the government are willing to respond the messages coming from the disability people. There has been complaint made several time in the last years. The government turned deaf the disability people.

Mr. Dalmar from the blind people told the media they need inclusive for all social and political participation in the country where they educated disabled people respected in the civil servant, leadership and policy in Somalia as citizen  equal the non-disabled people for the public and private opportunism.

Shiikh Omer Abdi the deputy chairperson of the national disability council told the media they have working the advocacy for the disability people. They made progress in the awareness for the society and the government. We got laws for the disability, put we don’t get support from the ministry of the women and human rights in charge the disability issue in Somalia. We are the national disability council top leaders so far we did not get the rights cooperation and consultation from the ministry. Our rights and role is monopolised by non-disabled actors in the ministry.  We call the  international human rights defender look the situation of disability in the country.  

Mr. Ahmed Dige from the UDHAN Somali visual impaired youth told the media they  active in the society, and they want paly role in the civil society organization as DPOs working the education, advocacy and development for the disability people in general and particular the blind people they serve.  Our organization UDHAN is established by groups visual impaired youth who have vision, mission and goal to empower the blind in Somalia.

Mrs. Habibo Ali member of the SAFDI the Somali association female disability  thanked to the all participants and requested from the civil society, international community and the government to take care the disabled people particularly the mothers with children who are unemployed suffering livelihood and shelter problems

Mrs. Nasro Farah Jamac told the media she is activist the disability she manages five IDP camps and disabled p women organization. There hundred people in their work, she is very sorry who the  humanitarian aid working deal in the flied. The discriminated for their disability in the beneficiary registration. The IDP camp for the disabilities are excluded from the registration and the data entry

Mr. Abdullahi Hassan the chairperson of the Somali disability cluster and member of the national disability council to the media there are more DPOs disabled people organization in the country, who discriminated the partnership for the donor in the grant competition for their disability, the federal state and the federal government of Somalia did not make any quota the humanitarian, education, employment program in the country.  The ministry of the women and human rights  deliberately dismissed the cooperation the DPOs and the disabled people scholars.

On Sunday 06 December 2020 Paralympic games event held in Somalia for the reiteration of the disability people and members of their families. The games were held for team from the  people with different disabilities the physical and the deaf  and the blind people participated in the game

The Paralympic game was most interesting  for the people watching and the teams participating the games. The three categories  of the games were football for the deaf people,  hand ball for the physical challenged  people and rope push group between the deaf people and the blind people as well as the among the c=physical changed people.

Cheerful fans and supporter predicated who made  loud sounds, clap  and biting drum in the play grounds that has motivated the PWDs to present their best in the stadium . this one of the rare event seen on the ground in our country among the society. Where the disability exhibited fantasies

The participants  was participated high level local authority  directors and commissioner  who gave speech to the team and encouraged welcome for two more games Paralympics.

Mr. Abdullahi Hassan told the media they are very glad to organize such this Paralympics  in the Banadir region Mogadishu the capital city of Somalia hosting hundreds thousands disability people among the population. This event will pave way mobilization the PWDs towards the recreational, sports and Paralympics   with limited support from the UNDP

Mr. Dalmar told the media they are human equal to the non-disabled people who can play different games, we want  support and  development sports skills and equipment for the disability people from the Banadir region local authority and federal government Somalia to make national Paralympics games

Mr. Yasin the head of the sport  for the Wadir distrct local auhirty who thanked to the disability people and their teram. We welcome them and realised they have talents that needs to be benefited. The disability team present Paralympic game which some of them I did not see before.

Mr. Ahmed Hassan the director of the disability Banadir region local authority who made the connection n between the teams and the Wadajir local authority. He thanked to the teams and particpatsn and organizer who did this great work to day.

Mr. Sandhere the deputy district commissioner Wadajir told the disability the administration is more sympathetic for the disability people. We share with you the problems and stand with you for the sports and all development . he added I see the great work organised today came with huge effort made some of you and we are obliged to give hand the finalization of the event outcome.

On Thursday 03 December 2020 IDD celebrations is held in Somalia for the disabled people in the country rights and role of the day. The event is held in Mogadishu at Universal Gust house organized by the Somali Disability Cluster, Implemented IEDP centre. The participants of the event were all type of the disabled people the physical challenged,  hearing and sight impairment  

The event was of the hundreds events organised in the world like this day every and  tens event held in Somalia. The organizer mobilized the DPOs and PWD to take their role in the celebration to be strong that can send loud voice to the decision makers FMS and government of the Somalia and other stakeholder the civil society and international community to see the problems of the disabled people in Somalia.

The main theme of the day was the role of the disabled people scholars and profession in the decision making process public and private work in the country. The rights of the educated disabled people who raised question if they are not human or citizens equal to the non-disabled people.

Mr. Sahan Saho from the UDHAN organization ( Somali visual impaired youth organization)  told to the participates there hundreds blind people graduated from the universities in the country who are active professional potential to participate the social and national development,  who are discriminated only for the disability  by the decision maker of the local business, NGOs, Donors and government institutions.  We are kindly requesting to be given equal rights to the citizens .

Mr. Abdikafi Deaf young scholar who is Teacher the deaf people school,  send message to the government to take care of the hundreds thousands deaf people in Somalia. We are young scholars who can play role our nations . we deaf people send message to the Somali ministry of  women and human rights to participate the deaf people top five leaders of the national disability agency which is process of selection. We are very sorry that deaf people has not been given consultation for the selection process.

Mr. Badel Hirsi  from the traditional leaders in Somalia said we very sorry who the disabled people are treated in the society, we are also shocked who the government mishandled the selection of the national disability agency leaders.  We say to the president Mohamed Abdullahi Farmajo if he want return back again give support and protection the disability people nearly 3 million people.

Mrs. Halawi Shikh Dahi from SAFDI Somalia Association  female Disabled ( ururka Haweynka Naafada)  request the [protection of the female disability who are more vulnerable in the disability society. We also request the women leaders in the civil society and government to give hand the disability females

Mr. Abdullahi Hassan Hussein the chairperson of the Somali disability cluster told the people  they should stand protection their rights and insure the full participation of the national disability agency selection process as in the establishment law articles give priority.  Without disabled people consultation nothing can be legalized.  We call our complaint to the top leader of the government several time and we still send to them hear and see for reaction the corruption against the disability people rights in Somalia.

The disabled people issued press release to the public from the IDD international Day the Disabled People 3 December 2020  celebration event held in Mogadishu participated more than 60 persons most of the scholars from the university both first and second degree levels graduate.

1. The disabled people request the people should insure the rights and role of the disabled people for the social service both public and private which are tailored for the non-disabled people

2. The disabled people request the Somali civil society should insure the role of the PWDs persons with disabilities and DPOs the disabled people organization in the structure, role and responsibility

3. The disabled people request from the international community to insure the implementation and monitoring the CRPD the convention rights people’s disability which Somalia signed and ratified 2019 as member state

4. The disabled people request from the Somali federal member state governments and the federal government to insure the political participation of the disable people in the country and the national communities and commissions established

5.  The disabled people request from Somalia federal government and federal parliament should insure the establishment national disability with consultation of the disabled people leaders and activist who has worked the issue decades that pave-way the rights on the table now.

On Monday 30 November 2020 in Mogadishu the Monthly Somali Disability cluster meeting is held for the members of the cluster. The meeting is organised by the members of the cluster to discuss the top issue for the disability people and the disabled people organizations who are the key stakeholder working on the ground in Somalia

Around 11 member  organizations  participated the meeting where they have discussed the agenda which had five key points. The CRPD implementation,  the emergency aid respond,  SNE special need education,  livelihood, and political participation key tops on the ground in the country currently heading the election for the 2021 .

The participants  exchanged the five key point in the agenda where some of them raised question and problems that need solution  for short time and long time

1. IEDP raised the concern for the lack of the CRPD implementation from the  local civil society organizations, international donors and the Somali federal government  institution who are key stakeholder for the CRPD implementation. Somali joined and ratified the CRPD 2019 where next year 2021 Somalia will send its first report to the   united nation  
2. Dayah Disability Organization raised  question for the humanitarian aid respond to the disability people with coordination the DPOs who are actively working in the society for the PWDs persons with disabilities and members of their families need support and aid  in the hard time  HIDWO raised question about the shelter  for the disabled people in the IDP camps outside Mogadishu where some of them is faced damages from the rains in the last two months in the area. They have presented cases  who are victim for the rains that took some of their shelter hats, living furniture, mobility tools the wheelchairs,  crutches and white cane  sticks  for the blind people
3. SAFDI Somali association female disability raised questions about gender empowerment for the disability females who are victim for discrimination in the public and private opportunities.  In the employment, education and humanitarian aid work in the country. SAFDI members shared with cluster meeting their concern for the GBV alarming  rape and sexual harassment against  the female persons mostly the incognito young girls  molested and assassinated. Where female with disability are more vulnerable the assaults.
4.  SDPDO raised their concern the mobilization and coordination for the IDD international  day for the disabled people which is coming in the next days. The organization propsed joint venture for the members of the cluster and the all DPOs in the country organize their won activates in their area the capital city of Somalia and the federal state towns in the country. t
5. UDHAN Somali visual impaired youth raised the gap for the blind people education in the country. There are tens of  students graduated from the secondary school where some of the top  universities rejected  admittance for the 2019- 2020 academic year   that made disappointment hundreds visual impaired student interested to study their high education
6. SDN Somali disability network raised the important SNE special need interventions in the country. They presented that there are more than 15 DPOs member the network most of the working SNE and TVET for the disability. They have financial problems caused lack of partner supporting them. 

Findings

• Lack of commitment the implementation  of the CRPD in Somalia from the civil society and the federal government institutions
• Lack of inclusive for all humanitarian aid respond in the country where the PWDs are discriminated for their disability
• Discrimination the DPOs disabled people organizations from the donors and governmental funds for development and humanitarian

IEDP Institute of education for the disabled people organized two days panel discussion for the PWDs persons with disabilities and the DPOs Disabled People Organizations based in Somalia particularly in Mogadishu the capital city of Somalia Bandir region local authority
The two days panel discussion is participated civil society and DPOs who made their contribution the first day discussion with topic of social inclusion barriers for the disability people. Noted five key points and questions discussed were.
the whole day. The situation of the disability people in general, the role of the PWDs in the society and family, the role of the PWDs in the economic and business, the role of the PWDs in the education and employment and the role of the PWDs in the humanitarian aid work in the county
most participants noted that the PWDs in Somalia came up with vision and goals to established their own DPOs the disabled people organization when they missed the public service for all the people. They have opened CBOs community based organization working the education, rehabilitation, shelter the IDP camps, advocacy and protection which most of the mare operation with volunteer work and members contributions
the international community the donors who support the civil society and government institution made discrimination the work of the DPOs in on the ground in the country. UN OCHA and international donors spent hundreds millions dollars in Somalia every year which is excluded the disability people program and interventions
Finally the cloture of the day one the participants raised question to the government and international community end the discrimination against the disability people their organization working in the country. In a time Somalia joined CRPD member state the 178 in the signatory and ratified countries which will punt responsibility to the civl society, international community and the government of Somalia .
The next session tomorrow will be the political participation role and the issue of press statement where the project will prepare Somali disability report paper circulated to the all-stakeholder of the Somalia
